The points system in Flensburg

The Fahreignungsregister (driving fitness register) at the Federal Motor Transport Authority (KBA) in Flensburg records traffic violations using a points system. Minor administrative offenses are recorded with 1 point, serious ones with 2 points, and criminal offenses with 2 or 3 points.

The system provides graduated measures: at 4–5 points, you receive a warning; at 6–7 points, a formal caution; and at 8 points, your driver's license is revoked. From that point, an MPU is required to get your driving license back.

The expiration periods are 2.5 years (1 point), 5 years (2 points), or 10 years (3 points), depending on the severity of the offense. These periods run independently of each other. A new entry does not extend the period of existing points.

The 8-point threshold and its consequences

When you have accumulated 8 or more points in the driving fitness register, your driving license is revoked. For reissue, the driver's license authority typically orders an MPU, as the repeated misconduct raises doubts about your driving fitness.

The points MPU differs from alcohol or drug MPUs: here, the focus is not on abstinence questions but on your general attitude toward road traffic, your risk awareness, and your willingness to comply with traffic rules.

It is important to note that after license revocation, you must wait out a suspension period before you can apply for reissue. This suspension period is typically 6 months but may vary depending on the individual case.

The psychological interview in the traffic law MPU

In the traffic law MPU, the assessor wants to understand why you repeatedly violated traffic rules. The central question is: What prompted you to disregard rules, and why will you no longer do so in the future?

Typical topics include: time pressure as a trigger for speeding, lack of awareness of danger, indifference toward rules, financial indifference toward fines, or personal life circumstances that led to reckless driving.

The assessor expects that you have reflected on each individual violation and can explain in a comprehensible way why you have changed your attitude. General statements like "I will do better" are not sufficient.

Traffic violations and their consequences

Not only the points balance leads to an MPU. Individual serious traffic violations can also result in an MPU order: illegal street racing, extreme speeding (double the speed limit in urban areas), hit-and-run, or repeated driving without a valid license.

For these offenses, not only is the driver's license revoked, but criminal consequences may also follow. The MPU is then part of the path back to the driving license and requires a comprehensive processing of the misconduct.
