MPU Process: How the Medical-Psychological Assessment Works

The MPU — colloquially often referred to as the "idiot test" — is a standardized assessment of your fitness to drive. Here you will learn everything about the process, the three main components, and how to prepare optimally.

What is an MPU?

The MPU (Medizinisch-Psychologische Untersuchung / Medical-Psychological Assessment) is an expert evaluation that assesses a person's fitness to drive. It is conducted by officially accredited assessment centers when the driver's license authority has doubts about driving fitness. The assessment serves road safety and helps those affected reflect on and change their behavior.

The MPU is not a punishment but an opportunity: it gives you the chance to demonstrate that you have addressed your past and will participate responsibly in road traffic in the future. In Germany, approximately 90,000 people are required to undergo an MPU each year.

The assessment is always conducted by an experienced traffic psychologist and a physician. Both are obligated to remain neutral and evaluate your driving fitness based on scientifically founded criteria. The result is documented in a written report, which you forward to the driver's license authority.

When is an MPU ordered?

The driver's license authority can order an MPU in various situations. The most common reasons are:

Alcohol in road traffic

An MPU is ordered when a blood alcohol concentration (BAC) of 1.6 per mille or higher is detected, or in cases of repeated drunk driving offenses starting at 0.5 per mille. Even with a BAC between 1.1 and 1.6 per mille, the driver's license authority may require an MPU.

Drug use

Any detection of illegal drugs in connection with road traffic generally leads to an MPU order. Even the possession of controlled substances can be sufficient.

Points in Flensburg (traffic violation registry)

Upon reaching 8 points in the Fahreignungsregister (driving fitness register in Flensburg), the driver's license is revoked. An MPU is required for reissue.

Criminal offenses related to road traffic

For serious traffic offenses, aggressive behavior in road traffic, or criminal convictions, an MPU may be ordered.

Medication misuse

If there is suspicion that prescription medication is impairing driving fitness, an MPU may be required.

The process

The three parts of the MPU

Every MPU consists of three main components that together provide a comprehensive picture of your driving fitness.

1. Medical examination

The medical part includes a general physical examination. The physician checks your health status and, if necessary, takes blood or urine samples to analyze for alcohol or drug residues.

2. Psychological interview

3. Performance test (reaction test)

How long does the MPU take?

The entire MPU assessment typically takes between 2 and 4 hours. However, plan for half a day as there may be waiting times. The individual components have different durations:

Medical examination

After the assessment, you will typically receive the written report within 2 to 4 weeks. The report is sent directly to you. You decide whether to forward it to the driver's license authority.

Begin your preparation at least 3 to 6 months before your MPU appointment. Especially for abstinence programs, an early start is crucial, as documentation must be maintained over 6 or 12 months.

Practice the psychological interview in a realistic simulation. This helps you gain confidence and appear calm and convincing in the actual interview.
